Such permits are granted rarely and only if a person has been trained over an adequate period time, through a sponsorship by another bird handler who already has a permit to exhibit. Because raptors require very specialized care, it's easy for an untrained person to cause a bird a great deal of harm and suffering, even though he or she means well. This is why any illegally kept wildlife should be reported immediately the State Division of Wildlife. Your State Division of Wildlife office or the U.S. Fish and Wildlife Dept. has further information regarding special purpose permits.
